Independent consultants to look at Redco Milne offer for Bogton site
MORAY Council have appointed independent consultants to assess a developer’s £6.5m offer for land at Bogton.
Redco Milne’s proposed retail park at the site has divided opinion in the town and the local authority is seeking the advice of Culverwell Property Consultants before a decision is made.
"The council announced that they would be appointing a consultant, of the council’s choice but at Redco’s expense, to examine thoroughly the offer that is on the table from the developer," confirmed councillor George Alexander.
"This can only be regarded as a responsible approach, in light of the fact that many Moray people will see this proposed development as an opportunity and it would be irresponsible for the council to reject it out of hand."
A report, in conjunction with the council’s external legal advisers Morton Fraser, will look at a range of issues including the viability of the proposed development, land value, economic benefits, a review of the proposed funding model and other potential funding options.
It will also examine proposals for the relocation of Forres Mechanics FC’s Mosset Park stadium.
It is anticipated will be presented to councillors by the end of this year.
Councillors agreed earlier this year to commission consultants to provide a full and independent evaluation of the funding package offered by Aberdeen-based Redco Milne and have pledged to consult with the people of Forres before any final decision is taken.
The company has already been given outline planning consent for the development, part of which would be built on land held on the Forres Common Good account.
"Regardless of any decision by councillors, I take great comfort in the fact that it will be the people of Forres who will decide if this proposed development goes ahead," added Mr Alexander.
"It cannot go ahead on the Bogton site if the people of Forres decide that it is not good use of the Common Good land."
